Vacancies Announcement at the Ministry of State House of the Interim Jubba Administration:
The Ministry of State House of Interim Jubba Administration is currently engaged in institutional establishment of its office and is willing to recruit competent professionals on the basis of the Terms of Reference positions specified below:

1.    Principal Advisor to the Minister of State for the Presidency
2.    Senior Strategic Advisor to the Minister of State for the Presidency
3.    Senior Financial Advisor to the Minister of State for the Presidency

1.    Principal  Advisor to the Minister of State for the Presidency
–    Under the supervision of the Minister, acts as Principal Advisor and performs a wide variety of responsibilities including supporting the Minister in the areas of priorities arrangements and providing continuous Advise; and other related work as required.
Duties/essential functions
v    Act as a Principal Advisor to the Minister of State for the Presidency
v    Operate standard and maintaining office systems, including Ministry time management and other strategic issues
v    Organizing his schedule and important attending meetings and ensuring the Minister is well prepared for presidential and international briefings;
v    Organizing and maintaining new deal compact working groups diaries and supervise IJA working groups on 5 PSGs on behalf of IJA.
v    Arranging travel, visas, travelling with the Minister to international forums to take notes or dictation at meetings and to provide general assistance during presentations;
v    Dealing with IJA Ministry  ministerial coordination and, often corresponding on behalf of the Minister;
v    Producing documents, briefing papers, reports and presentations as international partners and IJA people required
v    Provide other necessary support in all strategic issues on behalf IJA
v    Liaising with the Chief of Staff, Director Generals and other staff in the Interim Jubba Administration; and
v    Perform other duties as assigned

Minimum qualifications

Education
v    Bachelor of Arts in Social/Political/Management
Courses in typing, word processing, and/or managerial skills

Experience
v    Two years or more of experience performing Coordination and Communication work.
v    Salary is quite attractive and dependent on his/her experience.
Languages Requirement
v    Proficiency in oral and written English.
v    Fluent Somali Language

2.    Senior Strategic Advisor to the Minister of State for the Presidency
–    Under the supervision of the Minister, the Senior Strategic Advisor manages the Ministry Office; support the Minister and the State House Team in enhancing system-wide coherence and work effectiveness by providing strategic and operational guidance on IJA reforms.

Duties and Responsibilities:

The main duties and responsibilities of the Senior Strategic Advisor would be to:

v    Co-ordinated and facilitated to the Minister the preparation, organizing and implementation of IJA policy and strategic plans;;
v    The Senior Strategic Advisor is responsible for carrying out the policy and advocacy activities agreed in the IJA Priority of sectors areas for support and engagement by the international community under the supervision of the Minister;
v    Provide strategic policy advice and management assistance;
v    The Senior Strategic Advisor’s primary task will be overall responsibility and management of Ministry’s portfolio of activities that are assisting in the establishment of Jubbaland Institutions;
v    The Senior Strategic Advisor will advise the Minister as well as other senior IJA officials on important policy and strategy issues involving the IJA’s developments;
v     The Senior Strategic Advisor will also participate in strategy and planning discussions and meetings involving present and future IJA work;
v    Carrying out background research and presenting findings; and
v    The Senior Strategic Advisor will also assist in Ministry of State for the Presidency other activities that may arise;
Minimum Requirements;

Education;
·    Bachelor degree or higher, in Management, International Laws and/or Political science
Experience;
·    Must have minimum 2 years of experience in Management and development operations.
·    Salary is quite attractive and dependent on his/her experience.

Languages Requirement

3.    Senior Financial Advisor to the Minister of State for the Presidency
–    Under the supervision of the Minister, the Senior Financial Advisor assumes key responsibilities in the preparation of the annual program of work and budget of the Jubbaland State House. The Senior Financial Advisor provides advisory services to the Minister on all areas of budget planning and monitoring. The Senior Financial Advisor also maintains and refines as needed financial models that forecast the Ministry’s overall expenditures. The Advisor contributes to the development of policies and procedures for budget planning and monitoring as well as financial reporting within the State House.
Key duties and Responsibilities:
Budget Planning;
v    Prepare the program of work and Budget financial framework, which includes budget assumptions for revenues and expenditures as well as capital spending for review by the Minister.
v    Prepare high level financial tables and any other analysis required by the Minister for the review and approval of the budget by the President; and
v    Review and analyze budget submissions to ensure compliance with established budget guidelines, compliance with policies and reasonableness of budget requests; coordinate the work of Ministry of Finance.

Financial Reporting;

The Financial Advisor is responsible for coordinating the preparation of various internal and external financial reports. This includes but is not limited to the following duties:
v    Ensure all monthly financial reports are scheduled, printed and distributed according to the month-end schedule;
v    Review the monthly reconciliation of all program-related reports;
v    Prepare the monthly financial highlights, which includes the production of financial statements and variance analysis;
v    Prepare various financial tables and annexes to support the monthly financial highlights;
v    Provide advice and recommendations to the Minister on new data that may be relevant to include in the monthly financial highlights;
v    Prepare the relevant financial sections of the annual report with a focus on innovative and informative financial reporting; and
v    Review all statutory external reports prepared by the Ministry of Finance

Minimum Requirements;
Education:
·    Bachelor degree in Commerce, Finance, Economics or Certifications such as CPA/ CFP are required

Experience:
·    Must have minimum two years of experience in providing financial planning advice.
·    Salary is quite attractive and dependent on his/her experience.
Languages Requirement
v    Proficiency in oral and written English.
v    Fluent Somali Language
